Translated, an ” unfinished reform “, the associations claim. The numbers also show it: “The SAI continues to represent less than a third of the total number of reception places in Italy. Far wider is the system managed by the prefectures, Extraordinary Reception Centers (CAS), which responds to the eternal emergency, too often determined by the lack of planning by the government ”, explains Filippo Miraglia, Arci immigration manager. Without also considering how there is a problem of transparency: “From the Interior Ministry there is a lack of reports on the numbers and social conditions of those who access these paths. In reality they are not monitored, since the Cas are thought of as ‘ parking lots, human deposits ‘Thus, explains the Asylum Immigration Table, “the criticalities of our reception system fall every day on the territories and civil society organizations that directly manage the activities with the beneficiaries present in the various projects”. For this reason the appeal is addressed to the executive, to reform the reception system: “We need to transfer administrative functions to the Municipalities, it makes no sense that the prefectures decide on the ordinary . No mayor should be able to raise his hand and say ‘I don’t do this’ and maybe make propaganda, for electoral purposes “, Schiavone underlines during the conference. And again: “Today, instead of the widespread system, high concentrations and very low standards are rewarded. Instead , the perspective of the races to the bottom must be overcome “.
Of course, there remains a problem of ‘ political will ‘: “The emergency perspective is always convenient , creates chaos and a perception of insecurity and is exploited from an electoral point of view”, denounce the associations. ” More courage is needed from the political forces, but also from many mayors, compared to those who, among them, consider hospitality something unpopular”.
